Council is seeking your feedback on proposed options to improve parking for residents on Fleming Street and Northwood Road, Northwood.

Background

Council has resolved to undertake consultation with residents of Fleming Street and Northwood Road, Northwood regarding limited parking due to construction activity and the upcoming opening of Galuwa Recreation Centre.

Residents have requested that Council investigate opportunities for additional on-street resident parking include a resident parking permit scheme.

Fleming Street is a narrow residential street and currently has no formal footpaths. The increase in trade vehicles and long-stay parking by non-residents has resulted in limited parking and congestion.

Key concerns raised by residents include:

  • Obstructed sightlines at intersections and driveways.
  • Restricted access for emergency vehicles, garbage trucks, and delivery services.
  • Pedestrian safety risks, as there are no footpaths and pedestrians are forced to walk on the carriageway.
  • Lack of resident-priority or timed parking controls to manage increasing demand.
  • Vehicles parking too close to driveways.
  • Residents of Pendray Close have reported difficulties accessing their properties when vehicles park too close to the entry to this road, particularly when cars are parked opposite on Fleming Street.

Driveway Markings

In regard to vehicles parking too close to driveways, Council’s Policy is to install driveway lines at residents’ request. They are used to discourage vehicles parking too close to driveways and residents can apply for the installation of driveway lines which act as a guide for parking. Proposed Options for Community Feedback

Council is proposing the options to improve parking opportunities for residents including a Resident Parking Permit Scheme. However, please note that as per Council’s current Resident Parking Permit Policy, residents who have two or more off-street parking spaces may not be eligible for a parking permit.

Fleming Street, Northwood

  1. Do Nothing – Retain existing unrestricted parking.
  2. No Parking on One Side Only – Maintain unrestricted parking on the opposite side.
  3. No Parking One Side + 2P Parking Other Side – Introduce timed parking controls to manage turnover.
  4. No Parking One Side + 2P Resident-Permit Parking Other Side – Prioritise resident parking while still managing turnover.
  5. No Parking on one side of Pendrey Close

Northwood Road (up to Upper Cliff Road)

  1. 2P Parking on One Side + Unrestricted Parking on Other Side.
  2. Do Nothing – Retain existing unrestricted parking.
  3. 2P Parking on Both Sides – Maximise turnover for all parking spaces.
  4. 2P Resident-Permit Parking One Side + Unrestricted Parking Other Side.
  5. 2P Resident-Permit Parking on Both Sides – Prioritise resident parking demand.
