Background
Council has developed a Draft Pedestrian Access and Mobility Plan (PAMP) which helps to identify actions to provide convenient access and mobility in and around our community. In addition to identifying strategic outcomes, the PAMP will include a works schedule that can be incorporated into other infrastructure plans for clear direction on how to deliver on the commitment to a more accessible community.
Overview
A Pedestrian Access and Mobility Plan (PAMP) is a strategic action plan which allows councils to develop and prioritise improvements to the pedestrian network. The aim of a PAMP is to create a safe, accessible and connected network to cater for the needs of all pedestrian groups in the community including elderly people and people with mobility or visual impairments.
The PAMP provides a framework for Council to develop safe convenient and connected pedestrian routes, allowing targeted investment into infrastructure where it is most needed and to cater for the needs of all pedestrian groups in the community including the elderly and people with mobility or visual impairments.

While the core content is already be in place, the feedback gathered will allow us to fine-tune any final recommendations and ensure they reflect the community’s needs and priorities.
Council is now inviting the community to review the Draft Pedestrian Access and Mobility Plan. You can provide feedback on the Draft Pedestrian Access and Mobility Plan by making a submission to Council at service@lanecove.nsw.gov.au. You can review the draft PAMP by clicking on the 'Documents' section on the right.
Council will review your feedback and provide a report addressing your feedback at the April 2026 Council meeting.
Submissions will be received by Council until 15 March 2026.

Community Engagement Sessions

An initial survey and mapping exercise was opened to the public between December 2024 and February 2025. A targeted workshop with the Access and Age Friendly Advisory Committee was also held in April 2025.
Site Assessment

Consultants undertook a site assessment of selected routes. A separate site assessment with Council Officers and members of the Access and Age Friendly Committee was also undertaken.

The above project stages will be used to develop a comprehensive PAMP which was referred to the November 2025 Council meeting for endorsement for public exhibition.

This is an opportunity for the community to review the draft PAMP and provide feedback on it. Council will review all feedback and the final PAMP will be referred to the May 2026 Council meeting for endorsement.
